Dr. Charles O. Ogutu is a risk management and national security professional with extensive experience in business continuity, crisis management, and international security governance. He is the founder and CEO of Crisis Intel LLC, a Texas-based governance technology company, and currently serves as acting chief of the Office of Insurance Program (RIMP) within U.S. Army IMCOM. He holds professional credentials as MBCI, AU, API, AIS, and Dip CII, alongside a Doctor of Business Administration and multiple master's degrees in national security, homeland security, and international relations, and is currently pursuing an additional MA in National Security Studies. He is the author of several books, including Understand and Prepare to Mitigate Tornado Impact. New Global Order: International Relations and Security in the 21st Century: the two-volume Resilient Futures: Business Continuity and Crisis Management in a Turbulent World, and Pandemics Do Happen, along with a contributed chapter on e-market and cyber threats. His current book project, The Stark Paradox: The New Global Order, Vol. 2, Pyrrhic Hegemony, examines the erosion of the rules-based international order. Dr. Ogutu testified before the U.S. Trade Representative's 2026 AGOA eligibility hearing on Kenya and welcomes opportunities to teach part-time at the university level.
